Arthur Whitten
Arthur Whitten is Washington State University’s Director of Treasury Services responsible for university cash, debt, and investment management and provides leadership to merchant services programs. Treasury Services safeguards and invests over $600 million of WSU operating funds returning investment income to university services systemwide. Arthur supports new money and refunding debt capital market transactions and completion of continuing disclosure obligations. As Director, Arthur also manages university financial institution relationships and annual PCI DSS compliance validation.
Prior to joining WSU in 2023, Arthur served as Investment & Banking Officer for the Spokane County Treasurer’s Office where he oversaw the day to day management of a $1.6 billion investment pool on behalf of more than eighty regional government entities. Arthur earned a bachelor’s degree from Washington State University and a master of business administration from Gonzaga University. He also serves on the Board of Directors of the Government Investment Officers Association.
